Each Gotham City had a reputation for attracting a variety of costumed crooks which attracted the attention of their masked manhunters, the Batmen of Earths One and Two, as well as Mister Scarlet of Earth-S (yes, there was a Gotham City on that world, where Scarlet operated). A pair of annoying antagonists with a unique gimmick were Spellbinder and Mister Paradox, the former a foe of Batman and Robin of Earth-One, while the later battled a different Dynamic Duo in Gotham... the Green Lantern of Earth-Two and his partner Doiby Dickles.
Spellbinder was a counterfeiter who equipped his specialized uniform with a variety of optical illusion effects, causing a mesmerizing effect which disoriented those around him. Twice this worked on Batman, although in their third encounter the Caped Crusader was able to defeat Spellbinder.
Mister Paradox was a wealthy manufacture C.K. Nevins who attempted to frame WXYZ radio host Professor Clay Chalmers aka the original Mister Paradox for a series of crimes. Outfit in a spandex costume with an ingenious device which altered the perceptions of those around him, he was able to outmaneuver Green Lantern initially. Eventually, the hero was able to overcome his effects and unmask Nevins, who was turned over to the authorities. Nevins’ never resumed this alias.
Years later, Spellbinder would return, this time with vastly improved technology and a new venue upon which to unleash these advancements, Metropolis. This brought him into conflict with Superman, who initially had difficulty overcoming Spellbinder's effects, although ultimately captured the criminal. Still later, Spellbinder would once more reappear back in Gotham City under the employ of the Monarch of Menace, until Batman once more captured him and disguised himself as the villain to corner the Monarch.
