The Vanquisher was a caped crusader developed in Hollywood. Originally a chauffeur of movie producer Jock Verner named Vance Vanucci. Jock wanted a superhero of his own which he could control. Van was given an experimental treatment which unlocked his peak physical abilities whenever he heard the words "Errol Flynn", an actor whom he idolized. Armed with boot-jets and weaponry that shot "bio-medical" energy blasts, Vanquisher sought to grab the attention of Verner Brothers director Marla Bloom, whom he secretly loved from afar.
Joe Hercules a circus strongman of Earth-Two, discovered he possessed superhuman strength and endurance through mysterious means. It was stated that he wasn't born of another planet. In any event, Joe decided to embark upon a heroic career... adopting a uniform reminiscent of that worn by Doll Man
With Blue Devil's help, Vanucci was able to regain his senses. In the future untold years later, Jock’s descendants who were now the owners of Verner Brothers, enlisted the services of the Psuedo-People, Inc. into creating a synthetic copy of Vanquisher, whom they used to battle the One-Man Army Corps known as Omac. However, Omac proved superior in this clash, with this new Vanquisher self-destructing once defeated.
On one occasion, Joe teamed up with several other superheroes including the Ray and Neon the Unknown. Among those masked marauders present was Quicksilver, the doppelgänger of Blue Devil! Apparently during this tale, these heroes were briefly pulled into a world like Earth-Prime* where they were fictional characters in Quality Comics.
Eventually, Joe disappeared after journeying to Europe to help defeat the Nazi regime. Hercules just missed the first meeting of the All-Star Squadron.
* Probably Earth-X, where Uncle Sam and other Quality creations would migrate to and protect in 1942 as the Freedom Fighters. Something similar happened to a few members of the Earth-One Justice League when they were pulled into the DC Comics building in Earth-Prime's New York City.
