Roy Lincoln grew fascinated with chemistry, training under his esplosives expert father until he himself became a master chemist. Together, the father and son developed the explosive chemical they labeled 27-QRX. When Nazi agents attempt to steal their prized formula, Roy swallowed the chemical while his father was shot to death. During the subsequent battle, Roy learned he could project destructive explosive blasts from his hands, and developed a fibrowax suit along with gloves that protected others from his potent power. Thus began the costumed career of Human Bomb in Washington, D.C.
Soon after debuting, Heat Wave encountered the Flash of Earth-One, whom he formed an emnity towards during their various battles throughout the years. While battling the superhero speedster, Heat Wave had a second rival, this being his fellow villain Captain Cold. While the masters of heat and cold joined forces from time to time alongside the Flash's other Rogues Gallery, who all sought to defeat their heroic arch-nemesis, Heat Wave and Captain Cold loathed one another.
Soon after debuting, Human Bomb garnered a notable reputation as an unorthodox hero, garnering his membership into the wartime All-Star Squadron of Earth-Two. During their first joint meeting of the combined membership, Human Bomb met various All-Stars who like him were motivated by Uncle Sam to travel to Earth-X and protect that world from an invasion of the Axis forces upon its United States.
Eventually, Mick Rory repented of his criminal past and reformed, even joining forces on occasion with his former foe the Flash in battling the villains who plagued their city. This included some Heat Wave's earlier allies in the Rogues Gallery. Decades earlier, Roy Lincoln decided to depart the first team he joined in the All-Star Squadron and the world of his birth, and joined other All-Stars as the Freedom Fighters on Earth-X.
Decades after migrating to Earth-X with his teammates, the Freedom Fighters eventually liberated their adopted world from their Nazi cybernetic overlords. Seeking a new adventure, Roy and his allies moved to Earth-One where they had a series of adventures over a span of several months. Their stay there was marred by being framed as supervillains by their arch-enemy Silver Ghost, causing the Freedom Fighters to attempt to clear their name in the eyes of the law. During this period, Roy could have had opportunity to meet his counterpart Mick during a period when Rory like Lincoln were viewed as costumed crooks. However, no recorded meeting of the two men occurred, with Human Bomb returning to Earth-X while Heat Wave entered into retirement.
