Many are the snakes-in-the-grass whom superheroes have to deal with in their pursuit of truth and justice. In this case, however, the two snakes in question are literally as well as figuratively such that the Scales of Justice have to exact vengeance on these scaly schemers.
Phillip Russell was a private investigator on the San Francisco of Earth-One, and an ancestor of Iris West who had herself as a baby been transported red his native 20th century by her parents in order to preserve her life. When Iris's father learned that Phillip was also the criminal known as Cobra, he traveled back to the present day and enlisted his son-in-law the Flash in a mission to help cure the villain of his split personality. Although equipped with noxious gas which he emitted from his costume, Cobra was quickly defeated by the Flash
Another with a similar fashion sense went by the name of the Snake, seeking to sabotage the Holloway Tunnel defense project by removing its prized workers one-by-one. This drew the interest of reporters Clark Kent and Lois Lane, with the former as Earth-Two's Superman facing the costumed Snake who proved elusive and adaptive enough to evade the Man of Steel's capture three times. Turns out he was in reality disgruntled mine worker Bill Chantey of the Allerton Construction Company who sought revenge for being slighted repeatedly over the years in promotions. Despite trying using his prized pets to eliminate Lois Lane, he was bitten by one of these snakes himself!
