John Starr was a scientist who alleged that he was falsely accused of a crime he said he didn't commit. After inviting all of Gotham City to a film produced by Starr showing evidence showing he was framed. However, Police Commissioner Gordon was skeptical of this as was Bruce Wayne, so Starr in the guise of the Time Commander appeared at Wayne Manor to reveal Bruce's double identity. At first asking for Batman's aid, Starr actually tricked Wayne into a coma while the rogue assumed Batman's identity to initiate a new crime wave. When the crook then tricked Green Lantern into providing him, in his caped disguise, a portion of the hero's power ring energy... the Commander was now invincible. However, the pair of Justice Leaguers turned the tide on Starr and finally brought the fugitive to justice. At least until one more appearance versus the duo.
An unnamed rogue of Earth-Two under the alias of Captain Challenge developed the means to battle Hal and the Captain's own Green Lantern, Alan Scott, before escaping to Hal's Earth using his technology to find greater success than he found on his home world. Instead, he was quickly dispatched by the pair, and after being left in a jail in Coast City for a brief prison term, Hal assured his counterpart that Challenge would be remanded back into Earth-Two's custody to serve time for his crimes there as well.
